Architectural and Engineering
Architectural and Engineering Services provides management and oversight for campus planning, architectural design, engineering services, interior design, landscape design, construction administration, space analysis, and building and property inventory management.
Any construction, alteration, improvement, or demolition of a building, structure, or development is defined as a capital project by UCO standards. Capital projects require the approval and oversight of Architectural and Engineering Services.
Due to the complexity of designing, building, and code compliance, Architectural and Engineering Services is responsible for the projects and funds after approval. The Business Operations team will process all transactions including requisitions, payments and reconciliation. Once the project is complete and the director has approved invoices for payment, any remaining funds are returned to the originating funding source.

Projects Over $100,000
All capital projects that exceed $100,000 in cost are required by state law to be sent to the Regional University System of Oklahoma for approval, prior to any work proceeding. RUSO meeting dates are published at the beginning of each calendar year and are subject to change.
All required documentation must be reviewed and approved by the vice president of Finance and Operations, the president, and Architectural and Engineering Services prior to being submitted for approval at the next RUSO meeting. It is recommended that documentation be sent five weeks or more before the desired meeting date.
Projects Under $100,000
For projects under $100,000, all required documentation must be reviewed and approved by university administration and Architectural and Engineering Services. From here, AES will review the consult request, identify the various project needs and institutional requirements, and do a preliminary scope of work. If the cost of a capital project remains below $100,000, UCO can move forward in transferring funds and setting up construction accounts.
Changes to Original Scope
As the project goes from a Consult Request to an Authorization to Proceed, the scope of work changes will become additional cost items and will require approvals from the Requesting Department/Unit and the administration.
If scope changes are requested during construction, they will be reviewed by the administration. If approved, a Change Order will be issued. If adequate funding is not available in the construction organization, additional funding will be requested from the department/unit.
