Contact Info: In 1990, he was promoted to Deputy Director of OSBI. Five years later, the Commission appointed him as Director. Langley has spear headed the implementation of many revolutionary crime fighting tools including the first statewide criminal intelligence unit and the first Association of Crime Laboratory Directors (ASCLD) accredited laboratories in the state. Under his Administration, the OSBI became the first state level law enforcement agency to become accredited through the Commission on Accreditation of Law Enforcement Agencies (CALEA). Director Langley holds a Bachelor of Science Degree in Law Enforcement from Northwestern Oklahoma State University, a Masters of Science Degree in Natural and Applied Science, and a Doctorate of Education in Applied Educational Studies from Oklahoma State University.

Dr. Langley started his law enforcement career more than 30 years ago in Custer County working as an office deputy. He quickly rose through the ranks there, and hired on with the OSBI as a Special Agent in 1977 assigned to the Lawton office. Only three years later, Langley was promoted to Deputy Inspector in Woodward. He was the lead investigator within that region and supervised the only long term "sting operation" in the history of the agency. Dr. Langley became Inspector in that region four years later.
Dr. Elizabeth Maier
Office: COM 115C Elizabeth Maier was born and raised in central Oklahoma. She has lived in Washington, DC, Texas, Nebraska, and Vermont. Elizabeth has spent time working for federal and state governments and taught at several universities. She received her bachelor’s degree from the George Washington University, master’s degree from Texas A&M University and her Ph.D. in criminal justice from the University of Nebraska at Omaha. Dr. Maier enjoys teaching and conducting research. Her research interests are in juvenile justice policy, courts and court processing, practical applications of research in the juvenile justice field and corrections, and materials to aid student learning and achievement.

Dr. Jaime Burns, Assistant Professor
Office: COM 115C Dr. Jaime Burns is an Assistant Professor of Criminal Justice in the School of Criminal Justice at UCO. Dr. Burns received her Bachelor’s degree in Sociology and History from Ouachita Baptist University in 1999. She completed her Master’s degree and PhD. in Sociology with an emphasis in Crime and Deviance and Social Psychology from Oklahoma State University. Dr. Burns’ research interests include corrections, victimization, and restorative justice. Since 2007, she has served as the principal investigator on several federal grants to include sexual and domestic violence on college campuses as well as establishing the Oklahoma Victim Assistance Academy. Dr. Burns teaches the national Inside-Out Prison Exchange Program curriculum- a class that takes university students behind the walls of prison to participate in a criminal justice course with incarcerated men and women.

Dr. Bartgis holds a B.A. and M.A. in Criminal Justice from UCO and a Ph.D. from the University of Oklahoma. She worked as a police officer for fifteen years, first as a municipal officer and then as a state investigator for the Oklahoma State Bureau of Investigation. Dr. Bartgis' research interests are in the areas of intelligence and planning operations, comparative policing, and women in law enforcement.
Dr. Sidney Brown, Professor
Office: LAR 203 D Dr. Brown holds a B.A. in Education, a M.A. in Guidance & Counseling, and a J.D. in Law. Dr. Brown has a wide range of expertise within the field of Criminal Justice that include; Juvenile Parole officer and Court Referee, Juvenile Judge, Assistant Attorney General, and Professor/ Director of the Criminal Justice Program at the University of Central Oklahoma. Dr. Brown is active and participates with many different commissions and community activities which include; Ad Hoc member of Govenor Bellmon's Cabinet on Children, Board member of Okla. Supreme Court Juvenile Oversight Committee, Okla. Legislative Committee on Crime in Oklahoma, Okla. Legislative Committee on Sex Offenders, Okla. Legislative Committee on Mental Health Law, Rotary and Exchange Club.

Dr. Shawna Cleary, Associate Professor
Office: LAR 201 E Dr. Shawna Cleary completed her Ph.D. in Sociology at the University of Oklahoma, where her study emphases were Criminology and Gender. Her dissertation, which compared three samples of Oklahoma inmates, won the 2002 University of Oklahoma Ph.D. Dissertation Award. Dr. Cleary has presented her research on sex offenders and serial killers at the American Sociological Association, the American Society of Criminology, the Association for Crime Scene Reconstruction, the Society for the Study of Social Problems, and the Academy of Criminal Justice Sciences. Dr. Cleary's book Sex Offenders and Self-Control Explaining Sexual Violence was published by LFB Scholarly Publishing in September 2004.

Dr. Mabry joined the faculty of the Forensic Science Institute in 2009 after retiring from the FBI with 25 years of service as a Special Agent, Supervisory Special Agent and Chief Division Counsel. During his FBI career, Dr. Mabry served in three field offices and the FBI's Child Abduction and Serial Killer Unit in Quantico, Virginia. Dr. Mabry's investigative and supervisory experience includes violent crimes, white collar crime, organized crime, SWAT operations, domestic terrorism and international terrorism. He has worked and supervised a number of high-profile child abduction cases in both the United States and abroad and is a recipient of the Excellence in Investigations Award from the National Center for Missing and Exploited Children.
Dr. Mark R. McCoy, Associate Professor
Office: FSI 110 F Education Dr. McCoy joined the faculty at UCO in the fall of 2005 following retirement from his position as Deputy Inspector with the Oklahoma State Bureau of Investigation (OSBI). Prior to his career at the OSBI, he worked as a police officer for the Tulsa Police Department and was an officer in the United States Marine Corps. During Dr. McCoy's 20+ years with the Oklahoma State Bureau of Investigation he was assigned to the Lawton Regional Office, was the resident agent in Stillwater, Ok. and was assigned to the OSBI headquarters in Oklahoma City. He was involved in conducting and supervising all types of criminal investigations including homicide, rape, robbery, embezzlement, and public corruption. Dr. McCoy specialized in computer crimes and the forensic examination of digital evidence and was the first supervisor of the OSBI Computer Crime Unit. He led the Internet Crimes Against Children Task Force that investigated cases of child sexual exploitation and child pornography on the Internet. He has been Certified Forensic Computer Examiner (CFCE) since 1996, has conducted and supervised the forensic examination of digital evidence and has testified as an expert witness in state and federal court. Dr. McCoy was a member of the Scientific Working Group on Digital Evidence (SWGDE), President of the Oklahoma chapter of the High Technology Crime Investigation Association (HTCIA), and a member of the International Association of Computer Investigative Specialists (IACIS). Dr. McCoy serves as the Forensic Science Institute's Digital Evidence Program Administrator and as an Assistant Professor of Criminal Justice. His research interests include digital forensics, computer crime, the application of technology in law enforcement and law enforcement education and training.

Dr. Rashi Shukla, Associate Professor
Office: LAR 203 E Dr. Rashi Shukla is an Associate Professor of Criminal Justice in the School of Criminal Justice at UCO. Dr. Shukla received her Bachelor's degree in Criminal Justice from UCO in 1994. She completed her Master's degree and Ph.D. in Criminal Justice from the School of Criminal Justice at Rutgers University in Newark, New Jersey. Dr. Shukla's research interests include examining drug use and decision-making, drug policy, and white collar crime. Since 2005, she has served as Principal Investigator of a multi-method study of the methamphetamine problem in Oklahoma. Dr. Shukla's research has been published in Substance Use and Misuse, Crime Prevention and Community Safety, the Journal of Ethnicity in Substance Abuse, and in theSecurity Journal.
