General Information

Born in Auckland, New Zealand. Married with two children and two grandchildren. Enjoy family, travel, golf, college sports, reading, and assisting students in reaching their career and life goals. Career, in addition to higher education, has included 19 years in the public schools of Oklahoma (teacher, coach, principal, and superintendent)and 12 years in the accounting profession. Currently serving as assistant professor in the Educational Leadership program (Advanced Professional and Special Services) at UCO in the College of Education and Professional Studies. Courses taught include Legal Aspects of School Administration (EADM 5553), School Personnel Administration (EADM 5673), Supervision and Evaluation of Instruction (EADM 5623), Fundamentals of Public School Administration (EADM 5543), and Principalship/Internship (EADM 5814). Graduated from Perry High School, Oklahoma State University B.S. in Health, Physical Education and Recreation, M.S. in Educational Administration, and Ed.D. in Educational Administration, and The University of Science and Arts of Oklahoma B.S. in Accounting. Also a Certified Public Accountant. Scholarly interests include International Leadership, School Law, and School Finance. Will take 10 Educational Leadership candidates to the University of Waikato, Hamilton, New Zealand in March 2012. Will host a group of Educational Leadership candidates from the University of Waikato, Hamilton, New Zealand in fall 2012. The study tours (both to and from New Zealand) will be an annual project, beginning in 2012.

  • Haxton, Paul R. (2009). Capital Funding in Oklahoma School Districts. Doctoral Dissertation Oklahoma State University. This study examined Oklahoma’s system for public school capital funding, with particular emphasis on spending through the building fund and the ability of school districts to pass bond issues, which are limited by the assessed valuation of the district.
