Parking Decal Violations

Any person who gives, barters, or otherwise transfers ownership of parking privileges of a parking decal shall be guilty of wrongful use and shall be fined a penalty of $100.00, immediate surrender of their parking decal, and may be subject to cancellation of his/her parking decal and revocation of all parking privileges, subject to the appeals process.

Lost, stolen or damaged parking decals must be reported to TPS. Any person who reports a decal lost, stolen or damaged and later finds the decal must return it to the TPS Office. If the owner uses the found decal, he/she is guilty of wrongful use and subject to a fine of $100.00. Decals that will not adhere to the windshield may be exchanged at no cost to the owner.

Any person who finds or gains possession of a lost, stolen, forged or altered decal and uses the decal to park on campus and will be subject to a fine of $100.00 and potential disciplinary action, according to the parking regulations.

If you believe a citation was not posted to your vehicle, the citation may not be waived but can be appealed.

Unpaid fines will be assessed interest in accordance with UCO policy.

NOTICE: Paying citation fines within 14 days of issue will allow for a fine reduction of Five Dollars ($5). *To receive the $5 reduction, the fine MUST be paid at the TPS service window.
 
Paying fines after the semester cut-off days will result in a Fifteen Dollar ($15) penalty added to the vehicle owner's university account.

Parking Violation Appeal Board


The Parking Violation Appeal Board will consist of a group of impartial students and/or faculty/staff members, as well as a representative of TPS. The Board will hold meetings once a month (with some exceptions). The Parking Violation Appeal Board considers only written appeals for waiving fines or revoking penalties. An appeal must be filed within 72 hours or three business days from the date of the citation. Any citation not appealed within 72 hours after receipt of a citation cannot be appealed. The decision of the Appeal Board is final. The appellant may attend the meeting and present a verbal explanation along with the written appeal.

The Appeal Board will review written appeals only and shall render one of the following decisions:

  • Uphold the citation
  • Dismiss the citation
  • Reduce the fine amount to $15.00 for $30.00 fines or for other citations, one half (1/2) the fine amount. Individuals receiving a reduced fine are not eligible for the $5 reduction for paying fines within 14 days.

The Parking Appeal form must be completed and returned to a TPS clerk. The appellant must present a concise, factual statement justifying the appeal in the space provided. The appellant signs this statement, indicating the appeal statement is true. The appellant may attach an additional sheet if additional space is needed. TPS will assign for the next available Appeal Board hearing and provide a carbon copy of the appeal form to the appellant.

Grounds for an appeal*:

  • Unjust or an unwarranted ticket
  • Extenuating circumstances; i.e., an emergency, a vehicle was inoperative, etc.

*Hand-written notes left on the exterior of a vehicle, etc., are unacceptable, and will not be honored by enforcement personnel. *Activating a vehicle's emergency flasher lights does not constitute a valid reason to park in designated fire lanes or no-parking zones.

  • Moving violations issued by UCO DPS cannot be appealed through the UCO Parking Appeal Board.

Parking Violations Appeal Form

UCO parking citations must be appealed within three business days of the issue date on the citation. Those not filed within three days will NOT be considered. The board will consider your statement below and render a decision at the next scheduled meeting. The appellant will receive email notification from the Transportation & Parking office within three days of the meeting date. Anyone filing an appeal MUST accept the board's decision as final.

Impoundment of Vehicles

 

UCO Police Services will require that the owner of the impounded vehicle show proof of ownership and pay all citations, penalties, towing fees, and storage charges for the vehicle before it is released from towing company.

UCO assesses impoundment expenses to the person obtaining the release of the vehicle. UCO Police Services may release the vehicle upon payment of all fines or a payment agreement plan with TPS. Owner must make payment in full to the towing company to obtain release of vehicle.

UCO Police Services and TPS can impound parked vehicles for the following offenses:

  • Parking in reserved spaces or physical disability spaces
  • Repeated violation of Parking Regulations
  • Five (5) or more unpaid parking violations
  • Parking in drives, on grass, access road/service drives, traffic lanes
  • Creating a traffic hazard, obstructing sidewalks, crosswalks, or other vehicles
  • Vehicles displaying expired license plate/tag or no tag and no VIN is visible
  • Parking in red zones or at red curbs, yellow curbs
  • Parked in fire lanes or near fire hydrants

Lot Closures & Towing:

TPS reserves the right to close specific lots to permit holders and designate parking lot use for special events (i.e. sports events, camps, community events, etc.). All Lots are subject to additional hours of restriction based on special campus events or UCO needs as determined by TPS.

Except in situations deemed an emergency by the UCO Police Services, TPS will post a banner at the parking lot entrance at least 24 hours prior to closing any lot, indicating the lot closing time. Any vehicles remaining in the Lot past the indicated time of closing will be towed at the owner's expense.

TPS will give advance notice of parking area changes or closings whenever possible, with as many notices as reasonably possible to communicate lot closings (Vista, UCONNECT, Housing newsletters, etc.).

TPS will tow vehicles in the event of emergency or catastrophe, in conjunction with the UCO Police Services, to protect the safety and security needs of the UCO community.
